City Council Special Meeting December 22, 2020

The City Council of Montgomery met via Zoom on December 22, 2020. Attending the meeting was Mayor Countryman, Councilmember Lacy, Councilmember Langley, Councilmember Wilkerson, Councilmember Davis and Councilmember Cronin.

Robert Rosenquist was reappointed as Municipal Court Judge and Gary Scott was reappointed as Associate Municipal Court Judge.

Council approved a contract to replace a 1,000-gallon ground storage tank at Water Plant #3 with a 210,000-gallon ground storage tank.  The original tank is corroded and has had issues since 2015.  This project will be partially funded by the Texas Water Development Board with the remainder being contributed from city funds.

Council was presented with the Town Creek Watershed Study.  This study was conducted on behalf of the city to look at possible drainage improvements under the General Land Office grant.  Three possible recommended solutions were detailed in the study.  The suggested alternative would install boxed culverts where Town Creek Tributary #1 crosses Hwy 149 on the north side of town.

This suggestion also includes cleaning out the tributary west of Hwy 149, adding a retention pond downstream, as well as maintenance of the retention pond and the surrounding area.

This suggestion is expected to allow more water to go downstream, under the bridge at Hwy 149 and into the retention pond.

City Council accepted the study and suggested improvement.  The project now goes to the General Land Office and TexDot to coordinate the details.

City Administrator Richard Tramm updated Council on the development of MUD 160.   This Municipal Utility District was previously approved by City Council as an in-city MUD.

The area under the MUD is a new development by developer Philip Lefevre, and will include approximately 175 single family homes.  The developer will set up a residence for voters which typically is accomplished by moving a mobile home onto the property with a resident for six months.  Currently the only place to locate such a residence is directly in sight of the Waterstone community.  Mr. Lefevre is looking at the option of annexing another piece of land into MUD 160.  This land currently has a residence which would allow the MUD to move more quickly, be less expensive for Mr. Lefevre and not be an eye-sour for Waterstone.

The City is still in deliberations with Mr. Lefevre.
